General,

The Commissioner directs me to acknowledge the receipt of
your communication of the 2nd instant, and in reply to state that it
was not his intention to reduce at present the number of Civil Agents
in your State nor to revoke the terms of his letter of the 17th of May.

But the endorsement referred to was intended to apprise you that no increase could be allowed. The appointment of Henderson will be made.  It is understood that with this appointment all vacancies are filled, and no more civilian agents required.

If this is not so, please inform this office the number of vacancies now existing. On account of the limited appropriation and the large number of agents called for in Georgia, Mississippi, Arkansas
