and Louisiana to replace officers mustered out and keep the working force of the Bureau any where near the minimum strength required, a reduction in some states has been found absolutely necessary. A more equitable distribution of officers and agents through the several States also has had to be taken into consideration. 
     
It is not understood here that the communication of the 17th referred to, authorized the Assistant Commissioner to make the appointment, that power is reserved ^[[to]] the Commissioner. Assistant Commissioners will recommend both for appointment and discharge, which recommendation will be acted upon at his office. The application of this rule is demanded in order to effect a fair distribution and allowance of agents in each state.
     
You are authorized to summarily suspend from duty any agent in your state whenever you deem it for the interest of the Bureau, and upon your recommendation the appointment will be revoked to date from the time of such suspension.
