General:

I am directed by Maj Genl Howard to inform you that the secretary of War is contemplating the reappointment of the officers of the Quartermasters Department recently mustered out of service, as Disbursing Officers of this Bureau. Do not relieve from duty your Disbursing Officer upon the receipt of the order mustering him out unless he should prefer it.
His compensation will be as provided in Section 4 of the Freedmen's Bureau Act of 1866. If he prefers to be relieved, be sure to secure a regular officer by detail from the District Commander to replace him.
