I have the honor to submit the following report in regard to the matter set forth in the letter of R. J. Wynne to Col Bomford of the 6th inst, referred to me by order from the Asst. Com'r. dated the 10th inst.

I saw Jas. T. Harris mentioned in said letter, Early this morning and he stated that he could not be present as he was on duty as one of the Board of Registration of Franklin County. I caused the affidavits herewith enclosed of Freedmen Jaol Conyers, Mark Hazlewood & Barry Pierce to be taken before Wm. H. Mitchell Esq. a magistrate of Franklin Co.

From these affidavits I am of the opinion that the question of the carrying of firearms by Jas. T. Harris and Alonzo Williams, contrary to the provisions of Circular from Hd. Qrs. Second Mil. Dist of date May 15th/67
