General:
It is represented to me that in the distribution of the "rental, repairs, and construction fund" you have neglected Wilmington altogether, except the rental of a single room for a church, and some timber from a Confederate ware-house.

There have been no rentals of school buildings or rooms, and in no way have the schools been assisted by the Bureau.

I wish you would inquire into the conduct of Col. Rutherford and see why this is. He certainly cannot have
