I am very glad to hear from you at any time respecting affairs in N.C. where I worked hard amid many tribulations. 

Your inquiries are answered by Circular No. 27. Aug. 9. which probably had not reached you at the date of your letter. It was not Gen. Howard's design to stop all issues to the destitute, but to discontinue the expenditure of the "Special Relief Fund," and thus go back to the Status before that Special Appropriation was made. 

The last clause of Circular 27. leaves the amount of rations to the discretion
