General:
I respectfully forward herewith Transportation Orders, Nos. 1884, for John H. Sullivan, Destitute Freedman, the same having been requested by letter of Mr. W. H. Doherty, forwarded to this office, approved by your endorsement of date August 8th 1867. Attention is invited to the fact that the application fails to show that Sullivan is dependant upon the Govt. or liable to become so. If such be the fact the Asst. Comr will forward his certificate to that effect; if otherwise, the transportation will be withheld.
