Sir:
The claim of John Latham for Naval Bounty is herewith returned. You are informed that he is not entitled to the bounty provided for Volunteers, by the "Act of July 1^st 1864" as he enlisted prior to that date; nor to the bounty provided for Drafted men and their Substitutes by the "Act of March 3^rd 1865," as he enlisted as a volunteer.
