Rules for Computing Interest

The following will be found to be excellent rules for finding the interest on any principal for an number of days.  When the principal contains cents, point off four places from the right of the result to express the interest in dollars and cents.  When the principal contains dollars only, point off two places.

First Class--Letters and written and sealed matter for local delivery within the jurisdiction of the local postmaster in the postal district within which mailed, two cents for each ounce or fraction thereof at lettercarrier offices; and 1 cent an ounce at all other offices unless collected or delivered by rural or star route carriers, in which case the rate is 2 cents an ounce.  Letters and sealed matter for delivery other than within the jurisdiction of local postmasters three cents for each ounce or fraction thereof.  Letters in Business Reply Envelopes take the same rate of postage as above except that there is a one cent charge per letter for collection.  Government or private mailing cards 1 cent each.  Business reply cards 2 cents each.
Second Class--Newspapers and periodicals containing notice of second-class entry, 1 cent for each 2 ounces or fraction thereof or the fourth class rate, whichever is lower.
Third class (limit, 8 ounces)--Circulars and other miscellaneous printed matter, also merchandise, 1 1-2 cents for each 2 ounces.  Books (including catalogues) of 24 pages or more, seeds, cuttings, bulbs, roots, scions, and plants, 1 cent for each 2 ounces.
Bulk lots of identical pieces of third-class matter may be mailed in quantities of not less than 20 pounds or 200 pieces, at the rate of 8 cents a pound or fraction thereof for books, catalogues, seeds, plants, etc., and 12 cents a pound or faction thereof for all third-class matter, including circulars and other printed matter, provided, that in no case shall the postage be less than 1 cent a piece.
Fourth class (over 8 ounces)--Merchandise, books, printed matter, and all other mailable matter not in first or second class.

Exceptions:
A fraction of a cent in the total amount of postage on any parcel shall be counted as a full cent.
In the first or second zone, where the distance by the shortest regular practicable mail route is 300 miles or more, the rate is 9 cents for the first pound and 2 cents for each additional pound.
On parcels collected on rural routes the postage is 2 cents less per parcel than shown in the foregoing table when for local delivery and 3 cents less per parcel when for other than local delivery.
Parcels weighing less than 10 pounds measuring over 84 inches, but not more than 100 inches in length and girth combined, are subject to a minimum charge equal to that for a 10-pound parcel for the zone to which addressed.

Size and Weight--A Parcel Post package may not exceed 100 inches in lengh and girth combined.  The limit of weight is 70 ons to all zones.
Special Handling--Fourth Class matter endorsed "Special Handling" will be accorded the most expeditious handling, transportation and delivery practicable, for additional postage up to 2 lbs., 10 cents; up to 10 lbs., 15 cents; over 10 lbs., 20 cents.
Special handling with Special Delivery--Parcels up to 2 lbs., 15 cents; up to 10 lbs., 25 cents; over 10 lbs., 35 cents.
