Industrial Switchers:
1.) Study the requirements carefully and establish a logical line and stick to it.  Get some order out of chaos.
2.) Get an engine policy.
3.) Get operating cost data and systematize.
4.) Get a price policy to combat small builders.
5.) Have a policy with small builders that will hold their business if possible, but have a policy.
6.) Get publicity data well lined up.
7.) If use Cummins engine, have adequate dope on it for selling purposes.
8.) Have a systematic way of keeping information on competitive equipment and furnishing districts.
9.) Consider building for stock and demonstration.
10.) Push campaign on Class I roads for light work.
11.) What can be done in the small sizes?
12.) Furnish districts sample reports so they can make their own reports largely.

Straight Electric Locomotives:
1.) What can be done to promote electrification.  What is holding it up? Study whole subject.
2.) Cost reduction and improvement of product.

Miscellaneous:
1.) Study our foreign business and see what can be done to get more of it.  Discuss with IGE.
2.) Study broad question of cost reduction thru quantity production, reducing overhead rates first to get volume.
3.) Improve our set-up for getting gov't business.
4.) New fields for our equipment.  New products.
5.) Gas turbine or new prime movers.
6.) Is there field for small diesel-electric rail cars on branches to replace worn-out gas electrics?
7.) Consider a "Camp" at Erie to revive the Dept.
