Erie. Pa.,
Wednesday, Aug. 28, 1940.

Spent most of the day on the 5/38 job. The proposed revised Schedule came back from Cliff Clark who's in Washington today with Farrar trying to get things squared off with the Navy. I took the document up to Emmet and he and Whittier reviewed it -their conclusion was it wasn't much good. My conclusion was it could be better but it was as good as we could expect under the present law and we were almost certain to break even or make a small profit. "Whit" seemed to think the guiding lights in the deal were asleep but I couldn't follow his reasoning. Brehob reviewed it later and I wound up with half a dozen comments so I put in a call for Cliff Clark as I assumed he might be closing the job at any moment from what St.L. said before he left. One bad spot was that the Gov't furnished material included training circle and pinion but not elevating arc and pinion although both would come from Phila. Gear Works. St.L. had informed everyone that all four would be furnished and so Tom Mulvey had cancelled all our commitments with Phila. Gear and he was in a sweat although I couldn't see why it was so terribly serious. I got hold of Cliff about 5:15 PM in Blair's office and Cliff didn't seem concerned much about any of the points I raised- I found out the reason was that he didn't expect this contract to be signed for [[underlined]] three weeks! [[/underlined]] He said a new Schedule had to be issued and we had to go through the formality of bidding again - and more over the lawyers were still arguing about amortization provisions, etc. It was quite a shock and I realized that again old super enthusiastic St.L. had been on the loose.
