establishment was stricken out as not fulfilling the purpose of the founder. The reasons for this were given in full in February, 1839 (House Document 732, 26th Congress, 1st Session, page 189*), by a committee of the House in resolutions submitted to the joint committee which had the Smithsonian bequest under consideration, which concluded as follows:

"Resolved, therefore, That no part of the Smithsonian fund ought to be applied to the education of the children or youth of the United States nor to any school, college, university or institute of education."

Thus the Congress in establishing the Institution distinctly avoided the education feature and intended it to be purely a research institution.

In distinguishing "education" from its synonyms, Webster's dictionary characterizes it as "the general and formal word for schooling of whatever sort, especially as gained in an institution of learning." The work of the Institution is in no way related to "schooling."

Research is defined as "careful or critical inquiry or examination in seeking facts or principles." This applied to various fields of science, is exactly the work of the scientific employees of the Institution and most of its branches.

The Smithsonian Institution furnishes data and material that may be adapted and used by educators throughout the world.

Aside from the welfare organizations, the establishments grouped under "Education and Welfare" in the proposed reorganization as prepared by President Harding (67th Congress, 4th Session, Document No. 302) are:

Bureau of Education
Indian Schools
Howard University
Columbia Institution for the Deaf
Physical Education
Vocational Education.
