expense and precedent.

First: expense. Under the suggestion that has been made, all of the expense of publication, including illustration, binding, and publicity, will be underwritten or subscribed and the money paid in to the Smithsonian Institution.

Second: precedent. It has been found that since the organization of the Institution, it has been having prepared by the members of the staff and by others, certain technical works, such as the Smithsonian Physical Tables, Smithsonian Geographical Tables, Smithsonian Meteorological Tables, and Smithsonian Mathematical Tables. These are printed at private printing establishments and then sold by the Institution. There is also prepared by the employees of the National Zoological Park a Guide to the Park, which is printed by the Institution and sold to visitors at the Park, the purpose being to increase and diffuse knowledge regarding the Park and any increase of income from sales is placed to the credit of the account of the Institution.  In the case of the sale of the above publications, a discount is allowed to dealers.

In the present proposition the Institution will publish the books and a commission will be paid on account of sales. As it will be a subscription work, the standard discount or commission will be paid on all sales by outside agencies.
 
The preparation of manuscripts will be done outside of official hours and the writers paid at the usual rates, so as to avoid any criticism on account of those receiving Government salaries.
 
The above proposition has been approved by the Permanent Committee and is referred to the Board for consideration.
