H 51 1868 N. C. Franklin, North Carolina June 20th 1868 Hawley, George S. Agent. Reports that on or about the 20th of May 1868, Wm Bumgarner Fayette Fisher, Wm G. Allman and Andrew Bryon of Jackson Co. went to the home of Virgil Bryon (Freedmen) and tied a rope around the neck of Sam. Hicks (freedman) drag him from the House and whipped him. Also reports that a freedman by the name of "Dock" Sloven, was whipped about the same time, by the same parties, and states that no steps has been taken by the Civil authorities, to punish the perpertrators.
