I have the honor to state that since the election I have had numerous calls from Freedmen for rations.  These Freedmen state that when they apply to persons who have formerly sold them meal or meat on credit for those articles, they are turned away with the remark, "You did not vote with us and you must go to the Yankees for your rations as you voted with them."  I have no doubt that there are numbers of these people who are destitute or nearly so, of rations to finish their crops, and respectfully ask if some arrangement can not be made to sell them meal & meat on credit and taking a mor'gage upon their growing crop, or the security of the person for whom they are working, for payment in corn or money in the fall.
