Mr. Albert Kilmes,

The Boat received by me from Capt Hillebrandt was traded by two employees of the Bureau at this place for another Boat and a horse and cart.

The value of the Boat traded away was about twenty five ($25.00) or thereabouts- which amount the parties agree to make good provided they may be allowed to keep the horse and cart.

The above circumstances occurred without my knowledge or consent and was reported by me to Col. Thos. P. Johnston at the time of his last visit to Newbern N.C.
