Bu. of R. F. & A. L.
Headquarters Sub-Dist of Warren
Henderson N. C. Oct. 18. 1868.

Respectfully forwarded to the [[underlined]] Assistant Commissioner [[/underlined]], Raleigh N. C.

I have made a careful personal examination of this schoolhouse, and do not think that it can be made suitable for occupation during the winter months for less than the amount named herein.

An effort is being made to raise a school of one hundred pupils, which I doubt not will be successful
if the house can be completed. I currently recommend that this petition may be favorably considered.

Transcription Notes:
- Between first section and second section "EB - 55 -" is partially written on top of the first section. - "currently" may be "Earnestly" - "E.T. Lamberton" is correct. The top of the "T" is just not connected to its base. Name is in Freedman Bureau staff list. - There is also a check mark above the stamp at the end.
