Colonel;
It is reported to the Commissioner by Mr. Geo. Sanderson, that Capt Brown and Capt Alexander Goslin A. Q. M. at Roanoke Island, do not fully carry out the intentions of the Bureau concerning freedmen, especially in the issuing of Subsistence stores.

Maj. Gen. Howard directs me to request you to inquire into the state of affairs at that point, and report upon the same to this office.
