Willows Oct 1.

Mr. Carl Westerfeld

Following our conversation of Saturday and Sunday last regarding the question of wild ducks in the rice fields I wired the office regarding the agreement reached. The following telegram from the Washington office was received today: XXXXXX

In accordance with your request this is transmitted to you that you may issue a statement to the press. The mention of the Bureau is to afford necessary protection to the grower whose crop is endangered. Hunting wild ducks by others before the regular date of the open season (Oct. 16) will not be countenanced. Mr. Cattron requests that this matter be given as early publicity as possible that he may take up discussion of the question with a representative committee of rice growers. Should any questions arise you may reach Mr. Cattron at Willows or me in Maxwell.
