absolutely necessary that cooperation between all the rice growers must prevail in the use of any method of protection to the crops. The rice grower who does not drive the birds from his fields will suffer from those who do.

The Federal Government, who has made the laws and seasons for the protection of this great flight of migratory birds, intends to uphold every law to protect them. The Federal Government has a treaty at the present time with Canada for the protection of this wonderful flight of ducks and geese. Alaska, Washington, Oregon, Nevada, Utah and California are all interested in this great gathering of wild life and it is in the best belief of the State Fish and Game Commission of California that the Federal Government will not permit their destruction.
