PROCEEDINGS OF THE MEETING OF THE BOARD OF REGENTS
May 5, 1980

[[underlined]] SUMMARY OF PROCEEDINGS [[/underlined]]

[[underlined]] Report of the Executive Committee [[/underlined]]

The Executive Committee met on April 2, 1980.  Agenda items were discussed and suggestions were incorporated into the agenda papers.  It was noted that the terms of Mr. Burden, Dr. Gell-Mann, and Dr. Haskins expire August 30, 1980, and it was learned that Mr. Burden and Dr. Gell-Mann will stand for reappointment while Dr. Haskins, having served four six-year terms, has decided not to seek an additional one.  The Chancellor asked the Executive Committee to serve as a Nominating Committee.

The Chancellor recommended that Mr. Humelsine be elected to the Executive Committee.  According to the Bylaws, Section 3.01, the Committee proposed the following resolution, and the Regents

VOTED that the Board of Regents elects Carlisle H. Humelsine to serve on the Executive Committee of the Board of Regents, vice Caryl P. Haskins, effective September 1, 1980.

[[underlined]] Report of the Audit and Review Committee [[/underlined]]

Senator Morgan summarized the minutes of Committee meetings of February 28 and May 3, 1980.  Agenda items included:  a review of Institution's inventory of collections; a discussion with Coopers and Lybrand on their independent audit of trust funds for fiscal year 1979; a review of the process of budgeting unrestricted trust funds; a review of the status of the Belmont Conference Center; and a review of the Smithsonian's equal opportunity program.  The Regents accepted the Committee's report and 

VOTED, that the Board of Regents lends its full support to the Institution's intensified efforts and encourages and directs the management of the Institution to take all possible steps to ensure equal opportunity within the Smithsonian, and requests that regular, periodic reports be made to the Board of Regents as to progress made in the area of equal opportunity within the Smithsonian Institution.

[[underlined]] Designation of Regents Emeritus [[/underlined]]

The title of Regent Emeritus had been conferred on only one former Regent, the Honorable George H. Mahon.  The Executive Committee recommended and the Regents approved the following motion:
