and the Secretary will ask Dr. Gell-Mann about his intentions upon his return to the United States later in April 1980.*  The Chancellor asked the Executive Committed to serve as a Nominating Committee for the purposes of soliciting Regents and others for their recommendations and for making recommendations for the consideration of the Regents.

The Chancellor recommended that Carlisle H. Humelsine be elected to the Executive Committee, and the members of the Executive Committee agreed.  The Bylaws of the Board of Regents, Section 3.0 1 (Executive Committee:  Powers, Composition), provide that "The Board of Regents shall [[underlined]] elect [[/underlined]] from its members an Executive Committee. . . ."  (Emphasis added.)  The Committee, therefore, proposed the following resolution, which the Board of Regents adopted:

VOTED that the Board of Regents elects Carlisle H. Humelsine to serve on the Executive Committee of the Board of Regents, vice Caryl P. Haskins, effective September 1, 1980.

To provide continuity in the Executive Committee, Mr. Humelsine will be invited to join the Committee in all of its deliberations prior to the effective date of his appointment.

The Executive Committee observed that there have been a number of retiring Regents in recent years whose interests in and value to the Smithsonian promise to continue.  It was therefore recommended that the Secretary consider the designation of "Regent Emeritus" or some other suitable designation.  It should be understood that for the rights conferred, such former Regents should be
