The Regents Audit and Review Committee met on Saturday, May 3, 1980, at 9:45 a.m., at the Smithsonian's Belmont Conference Center in Elkridge, Maryland. Committee members present were:

Senator Henry M. Jackson, Chairman
Senator Robert B. Morgan, Vice Chairman
Honorable George H. Mahon
Ambassador Kenneth Rush
Mr. David C. Acheson

Congressman Norman Y. Mineta and Mr. James E. Webb, Chairman of the Executive Committee, were unable to attend due to prior commitments.

Also attending were Phillip S. Hughes, Under Secretary; John F. Jameson, Assistant Secretary for Administration; Christian C. Hohenlohe, Treasurer; James. M. Hobbins, Executive Assistant to the Secretary; Howard Toy, Director, Office of Personnel Administration; Will Douglas, Director, Office of Equal Opportunity; Adrienne S. Hedman, External Programs Officer, Office of Equal Opportunity; Robert A. Dierker, Assistant General Counsel; Richard O. Griesel, Business Manager; Carroll H. Leggett, Assistant to Senator Morgan; and Owen J. Malone, Assistant to Senator Jackson.

Senator Morgan called the meeting to order and noted that Mr. Acheson had met with the staff to review the background papers prepared by the staff for the Committee's discussion of equal opportunity at the Smithsonian. Speaking from tables of detailed
