Over target, the Institution is requesting an amount of $10.0 million for a major Collections Acquisition Program, and $458,000 to implement the Smithsonian auditor's recommendation to purchase rather than lease certain photo copier equipment.  The request of $10.0 million stems from discussions with Mr. Yates at the FY 1981 House budget hearing.

Finally, an amount of $24,635,000 is being requested for South Quadrangle construction.  We have been advised that in view of the magnitude of the project and the one-time appropriation anticipated, this request need not be ranked with the balance of the budget request.

--[[underlined]] Non-appropriated Trust Funds [[/underlined]]:  While preliminary, the FY 1982 [[underlined]] Unrestricted General Trust [[/underlined]] fund budget projects an increase of net income of $800,000 over FY 1981, for a total of $11,634,000, slightly more than estimated in the current year.  The following major factors account for this rise: increased income from endowment and short-term investments (+$250,000), a Magazine membership fee increase (+530,000), increased parking rates for employees and visitors (+$200,000), greater net income from Exposition Books (+$130,000). offset by reduced SI Press income resulting from decreased sales of the Smithsonian Collection of Newspaper Comics and the Abrams NASM books (-$250,000), and total of all other auxiliary activities (-$50,000).  Of this, as provided in last year's Five-Year Prospectus, $750,000 is budgeted for purchase of conservation equipment at the Museum Support Center.  Other administrative and program support will continue at approximately the FY 1981 level, with increases only for inflation.  There will be a $2,000,000 transfer to Unrestricted Endowment (for investment in Quadrangle parking) and $1,000,000 to Plant Funds for Quadrangle construction.
