available by early March 1981, and could provide an opportunity for further review by the Commission of Fine Arts and the NCPC.  These design documents also might be valuable at possible construction authorization hearings and at FY 1982 appropriation hearings.
    About $1.5 million will be needed in FY 1981 for the GSA design contract (about $300,00 would be required in FY 1982).  It is believed that Congress will approve an FY 1981 appropriation request of $500,000 for this purpose, and the balance of $1 million would be obligated from trust funds reserved for this project.  This schedule for design and funding is consistent with an FY 1982 request for construction funding, and it is the preferred and most economical course of action.
[[underlined]] Fund Raising. [[/underlined]] A basic financial plan, presented at the Regents meeting of May 5, 1980, cited various sources of funding and anticipated amounts. ( A copy is attached for reference.) The tentative nature of these figures should be emphasized.  Current statue of development activities follows:
   [[underlined]] Japan [[/underlined]] - It appears that efforts thus far have succeeded in generating favorable awareness and willingness among a large number of corporate leaders to support museum construction.  The Keidanren, however, has changed its procedure so that now, instead of seeking individual corporate gifts, we must approach the chairmen of a number of industry associations (banking, steel, automotive, electronics, etc.). The Keidanren also has urged that we secure the services of a prominent national in Tokyo.  This is being looked into by Mr. Kota Hoketsu, our well-known and loyal friend in Tokyo, who has himself declined such a role in view of his age and ill health.  The Japan Foundation, through which all contributions are distributed, does so annually in the February-March period.
