e. [[underlined]] Closing of Building. [[/underlined]] When a special event requires the closing of a Smithsonian building or major public area during regular visiting hours, approval must be obtained from the Facilities Committee by the official responsible for approving special events in the building concerned.

f. [[underlined]] Evening hours. [[/underlined]] Facilities shall not be made available beyond 12:00 midnight except by special permission obtained in advance. [[symbol in right margin -left arrow]]

g. [[underlined]] Sale and handling of liquor. [[/underlined]] The sale of liquor will not be permitted within Smithsonian buildings except in dining rooms.  The sale of liquor at special events will be permitted only when prior approval has been obtained from the Facilities Committee.

At the conclusion of any special event at which alcoholic beverages [[symbol in right margin - arrow up and left]] are served, all full or partial bottles will be secured  and inventoried by the special events  assistant in charge.  Any bottles which are not returned immediately to the caterer or retailer shall be placed in boxes and sealed with tape.  The tape shall be marked in such a fashion that opening the boxes will disturb the markings.  The boxes shall be placed in specially-secured locked storage under the supervision [[symbol in right margin - down and right arrow]]of the special events assistant.

3. GENERAL LIMITATIONS.

a. [[underlined]] Non-compliance with Smithsonian policy and procedures. [[/underlined]]
The Smithsonian Institution reserves the right to deny the use or the continued use of its facilities to any person or organization not complying with Smithsonian policy and procedures.

b. [[underlined]] Civil rights. [[/underlined]] It is Smithsonian policy that the use of its [[symbol - arrow up and left]] facilities should be consistent with the Objectives of Title VI of the Civil Rights Act of 1964.  Facilities shall not be made available to any organization that practices or advocates discrimination based on race, creed, color, sex, national origin, age or condition of handicap. [[symbol in right margin -  arrow down and left]]

c. [[underlined]] Liability. [[/underlined]] Each no-Smithsonian Institution organization by singing a form SI-600, "Application for Facilities for Special Events," for the use of Smithsonian facilities shall indemnify and hold harmless the United States and the Smithsonian Institution,their agents and employees, against any and all damages, claims, or other liability due to personal injury or death, or damage to property of others, arising out of its use of Smithsonian Institution facilities.

4. SPEAKERS AND PERFORMERS. The choice of topics, speakers, and performers [[symbol - arrow in right margin up and right]] for presentation or sponsorship by the Institution is made by appropriate personnel of the Institution in accordance with their assignments and judgment and in program areas which are germane to Smithsonian responsibilities.
