[[arrow pointing right]] Once a person has been selected for invitation as a guest speaker or appearance defined, no official of the Institution shall endeavor further to limit or control the contents of the speech, discussion, or appearance for the purpose of preventing         [[arrow pointing right]] "improprieties" or guarding against "controversiality" or public disfavor. 

5. charges.

1.  [[underlined]] Charges for outside groups. [[underlined]]  outside groups, in conjunction with Smithsonian cosponsored events, are required to pay a service charge for using Smithsonian facilities and also will be charged at prescribed rates for all direct, event-related costs.  Additional charges may be assessed resulting from extended use, damage, abuse, or for using services beyond those approved in advance.  The user must accept full responsibility for such additional obligations and their settlement.  The enclosed exhibit A provides a schedule of estimate charges.  the building director may waive these charges with the approval of the Facilities Committee.

b. [[underlined]] Charges for Smithsonian units. [[underlined]] Smithsonian units are not required to pay a service charge for using Smithsonian facilities.  They are required, however, to reimburse Smithsonian support units for all direct, event-related costs, including clean-up or damage, except for routine building services staff support provided during normal working hours.

Reimbursement is required for staff support where overtime work is necessary, or for supplemental posting of guards beyond positions normally manned.  There will be situations when a charge for routine staff services provided during normal working hours may be justified, such as events requiring major or specialized efforts which seriously would disrupt regular work schedules.  In such cases, prior planning and consultation must be carried out and agreement reached between the sponsoring unit and the support unit on how such support can be accomplished, including associated costs.

c.  [[underlined]] Use of funds. [[/underlined]]  General fund allotments for special events must be used only for costs of:

* exhibit openings
* receptions
* ceremonial occasions
* lectures
* dinners
* other similar events sponsored by the Institution

Expenditures that should not be charged to special events funds are:

* fees for participants in symposia or lectures
* travel expenses
* furniture
* equipment
* office supplies
* other expenditures which normally qualify for other funding
