draft is being prepared for consideration by Beijing for comments in the next several months. It is hoped that an agreement can be reached in the near future. A Chinese delegation is expected to visit the Smithsonian in 1981 to view our facilities and further the dialogue initiated by a Smithsonian group in Beijing last fall. Approximately fifteen proposals have already been submitted by Smithsonian scientists to work in China and although none has yet been formally approved, all indications are that approval will be forthcoming.

The Smithsonian believes it essential that its scholarly activities extend beyond national boundaries and ideologies to further scholarship and provide the means for a mutual understanding between the United States and foreign nations.
