[[underlined]] MEMORANDUM OF UNDERSTANDING [[/underlined]]

The Secretary of the Smithsonian Institution of the United States of America and the President of the Cuban Academy of Sciences take note of the past collaborative efforts which have occurred between scientists of both institutions; and both taking special note of the dialogue which has taken place in their institutions in the city of Havana during February 1978 and in the city of Washington D.C. during May 1979; reaffirm their commitment to cooperate for the purpose of the increase and diffusion of knowledge in the biological and physical sciences.

The Secretary of the Smithsonian Institution and the President of the Cuban Academy of Sciences recognize that the basis for future scientific cooperation is free and open dialogue.  On this basis, both institutions will promote the exchange of personnel, the exchange of information, and the exchange of scientific collections for the purpose of study and exhibition.

Unless otherwise mutually agreed in writing, both parties recognize the responsibility of their institutions to provide transportation costs for their personnel or official representatives to the host institution, and of the host institution to provide for the subsistence of these visitors.

Both parties may in the future seek to broaden their cooperation by including activities not considered by this understanding as they may be agreed upon by representatives of the respective institutions.

This understanding between the President of the Cuban Academy of Sciences and the Secretary of the Smithsonian Institution shall serve as the basic institutional framework for the development of cooperative projects and exchanges between the two institutions.  The quantities and ways for this exchange will be defined in plans of work for periods of two years.
