THE RUSSIAN TELEGRAPH EXPEDITION. - The steamer George S. Wright, with Colonel Bulkley and staff arrived to-day from Victoria, so that, with the exception of the bark Golden Gate, all the Russian Telegraph fleet is now in our harbor. Col. Bulkley reports everything progressing favorably. Owing to the winter weather setting in at an unusually early period, the work of construction had in a great measure been suspended sooner than was anticipated. Some 2,000 miles of poles have thus far been erected, both in Asia and America, and exploring parties are out making arrangements for a prompt, vigorous resumption of work in the spring. It is supposed that the bark Golden Gate has been frozen in at the Anadyr river, as the cold weather came so quickly and without warning that it was almost impossible for her to have got away. Being the store-ship of the expedition she has plenty of provisions, and her people are perfectly safe, although their position my be a cold one. The fleet will remain in the harbor until spring.
