[[underlined]] SUMMARY OF PROCEEDINGS [[/underlined]]

[[underlined]] Report of the Executive Committee [[/underlined]]

The executive Committee discussed the Regents' agenda on August 25, 1982. With respect to the Report of the Audit and Review Committee, Judge Higginbotham's valuable help was noted specially and the Executive Committee urged that the Smithsonian undertake a leadership role by exploring and experimenting with methods of affirmative action which might be utilized throughout the museum community. The prospect of foundation support was discussed. The Committee also discussed the status of the review of policies and practices of the gem and mineral collections.

In connection with the Financial Report, the Committee discussed contingency plans should a pay supplemental appropriation not be forthcoming for FY 1982. Concerned about the projected deficit of the Division of Performing Arts, the Committee requested that the staff prepare a report on the causes and planned corrective actions for the Audit and Review Committee. In addition to his report on bank accounts opened for research projects, the Treasurer reported that actions are being taken to simplify, streamline, and modernize the Institution's banking and cash management.

The Secretary outlined progress in developing the Quadrangle, noting particularly the enactment o construction authorization, refinements in design, the significant contributions of Dr. Sackler, success on fund raising, and prospects for a construction appropriation as well as continued success in raising private funds. The Committee explored in detail the reliability of pledges, the amount of cash on hand, the significance of using the Institution's unrestricted trust funds, and contingency plans should additional resources not be forthcoming. The Committee agreed to recommend to the Regents that the Institution proceed as proposed but will encourage full discussion to ensure complete understanding of the circumstances. This action presumes a construction contract and bit consistent with present expectations.

The Secretary announced with regret that Julian T. Euell, Assistant Secretary for Public Service, has decided to leave the Smithsonian to become Director of the Oakland Museum.

[[underlined]] Report of the Audit and Review Committee [[/underlined]]

The Committee met on May 21, 1982 and received a respire from Coopers and Lybrand on the nearly completed adit of fiscal years 1981 Federal appropriations. Coopers reported finding no weaknesses in accounting and controls, but did note one minor failure to copy with appropriations language, which problem has been rectified. They noted they have received excellent cooperation from staff. Coopers will report simultaneously on their audit of appropriated and trust funds for fiscal year 1982.
