include the growth of endowment, the application of trust funds to approved programs, Federally supported grant and contract work in areas of Smithsonian expertise, the Foreign Currency Program, new facilities (aquatic habitat at the Zoo, possible underground Mall parking, conference center at Front Royal, potential relocation of the Radiation Biological Laboratory, new Cambridge, Mass., headquarters of the Astrophysical Observatory, extension of the Cooper-Hewitt Museum, and a possible second phase of development of the Museum Support Center), and the renovation, restoration, and modification of Mall and other facilities to enhance exhibitions, research, handicapped access, and safety and health programs.

[[underlined]] Quadrangle [[/underlined]]

The Secretary reported on the completion of the intermediate working plans, noting that final plans are expected to be completed by November 15.  A request for bids will be issued in early January.  To save about three months and approximately $1.5 million in escalation costs, separate design and bid packages are being prepared for solicitation, as soon as receipt of a construction appropriation is assured, for constructing a perimeter fence, removing existing landscape material, and relocating utility lines.  On September 14 the Commission of Fine Arts gave general approval to the building plans but asked for further study of landscaping details.  The National Capital Planning Commission will review the project on October 7.

[[underlined]] Agreement with Dr. Sackler [[/underlined]]

With the approval of the Chancellor and the Chairman of the Executive Committee, the Secretary forwarded a final draft of the proposed Agreement, and it was 

[[block indent]] VOTED that the Board of Regents concurs in the terms of the Sixth Preliminary Draft of the Agreement between Arthur M. Sackler, M. D., and the Smithsonian Institution, as annotated and enclosed in the Secretary's letter of June 17, 1982, and in accordance with Regents' resolution of May 3, 1982, authorizes the Secretary to sign such an Agreement. The Agreement, signed by Mr. Ripley and Dr. Sackler, provide for

* A pledge of $4 million toward construction of the Quadrangle.
* A donation of nearly 1,000 works of Oriental art valued at well over $50 million and selected by the Director of the Freer Gallery.
* A provision that the Director of the Freer be also the Director of the western portion of the Quadrangle interconnecting with the Freer, such portion to be known as the Arthur M. Sackler Gallery; and that the Director be assisted by an Assistant Director whose principal duty would be day-to-day management of the Gallery. [[/block indent]] [[/bulleted list]]
