°Magazine and other Auxiliary Activities - minor variations will result in a decrease in net income of $16,000.  (The full year effect of a price increase for [[underlined]] Smithsonian [[/underlined]] magazine will be offset by continued higher production and postage increases.)

Program growth and administrative costs have been held to a minimum, but an additional $803,000 in transfers is projected.  The Collections Acquisition, Scholarly Studies, and Educational Outreach Program was instituted by the Regents in FY 1978 to be funded for a five-year period at a level of $2 million per year.  Based on the anticipated availability of funding as presented in the [[underlined]] Five-Year Prospectus [[/underlined]], this budget proposes reauthorization of this program for a second five-year period at a level of $2.2 million per year.  Of the $200,000 annual increase, $100,000 will allow some expansion for research and education outreach projects, and $100,000 will expand the collections acquisitions program to include the Cooper-Hewitt Museum.

For the first five years of the collections acquisition program, each participating museum was guaranteed a certain portion of total funds for its acquisitions, subject to meeting matching fund requirements as well as approval by the Secretary.  This guarantee permitted orderly allocation over the period for high-priority accessioning; the requirement that half of these funds be matched from other sources stimulated major contributions, but has also left unallocated an estimated $500,000 of budgeted funds.  In view of the projections in the [[underlined]] Five-Year Prospectus [[/underlined]], as well as the $500,000 which will act as a reserve to the program, a similar guarantee is planned for FY 1983 through FY 1987, subject to availability of funds but recognizing the high priority of this program.
