I am glad to hear what you say about the Inspector of Schools for the Indian Service. It is a matter I believe I was the first to urge and finally got the Board of Indian Commissioners to take it up in their report. There Commissioner Price endorsed the idea. But [[underlined]] one [[/underlined]] inspector of schools is nothing except to start the thing. 

I have serious doubts whether any arrangement [[underlined]] within [[/underlined]] the present Indian Bureau can do much for education. I should much prefer
