Dear Miss Fletcher,

I write from the Indian office; have just seen the Com'r, who says he will examine the papers I have handed in and will do all he can, I am satisfied I can secure from the office $167.00 per annum for the education of James in the law- also his transportation to Washington-  Have heard nothing from the Phil. people I wrote to.  It was suggested in the office that if we can do no better, that James take a place as Messenger in this or some other office, work during the day, and attend lectures from
