My dear General.

I have pleasure in handing you the enclosed paper. Am sorry that there was delay in sending it but I have had to help my brothers at the office and have not had time to give to such matters.
From letters recently received from Lapwai I gather that matters are growing worse on the reservation.
Mr. Robbins is [[underlined]] pushing [[/underlined]] those who testified against him in any way.
The debauchery on July 4th was shocking, the Indians gave themselves up to revelry & low practices. x x x x
