    In addition to the report which I will send to Merrill L. Gates, President of the U.S. Board of Indian Commissioners, I have prepared a paper for your private inspection and which is in the nature of a confidential communication, as it may not be best to publish it.

    I met Special Inspector Jas. A. Leonard at Lapwai, Nez Perce reservation and spent three days with him, two of which were passed in obtaining testimony from various persons, employees and others as to Warren D. Robins, Agent. It was disagreeable work, for affairs there, so far as the agents have managed them, are rotten, but it was a pleasure to be of service to Mr. Leonard, (he desired me to sit with him) for he is a man of high moral purpose, of calm, judicial turn of mind, eminently fair and unbiased in conducting examinations and with experience and ability in the work. Such man as he are an honor to the service and I am glad you were so fortunate to secure him.

    My impressions of Warren O. Robbins are that he has no moral character. Things are in a low state upon the Nez Perce reservation, owing to the Agent, or Agents who have served there. There isn't time in which to give you all I learned about matters. Things have been dishonest there for a long time. It seems to
