Dear Sir: 

    I have received a communication from Miss Lizzie Goodwin enclosing a letter from you advising her to submit to me all the papers enclosed in her confidential letter to you. I very much appreciate your courtesy in helping me to the data necessary to make a just and fair report. I will say however that Miss Goodwin informed me [[underline: in part]] of the conduct of Agent Robbins toward her and the fuller information simply confirms my opinion that he is a conscienceless libertine and that from a moral as well as a business standpoint he should be removed from office. In his case I aimed to maka a [[underline: thorough]] and [[underline: fair]] investigation--when I say [[underline: thorough]] I don't mean [[underline: complete]] as I do not flatter myself that in so short a time I could search out all his questionable doings. I found the position thoroughly barricaded and more particularly on those points from which he expected attack through Miss Fletcher, I found her information very helpful as she is wonderfully sharp and clear-sighted, but it was only by approaching the position from an unexpected direction that I was enabled to get the facts in the
