The statistics were greatly condensed but I fear hardly told in full the tale of the struggle of the Omaha's to [[?handstand]] their lands.  They have had little outside help [[strikethrough]] Indeed with even the best of intentions it is impossible for a few Gov't officials to supplement be substitutes for the activities & incentives bred of our unshackled society. It is most fortunate [[strikethrough]] that [[/strikethrough]] for the Tribe that in their new Agent Dr. Wilkinson they [[strikethrough]] will are likely to [[/strikethrough]] have a man who is fitted by qualities of head and heart to be their leader.  [[strikethrough]] Dr. Wilkinson is [[/strikethrough]]  He believes that the Indian can [[strikethrough]] be advanced, that something more than quiet should be striven for. [[/strikethrough]] go forward toward civilization and he is ready and willing to work to bring it about.  I have had several conversations with him, and he fully agrees with the idea that the [[strikethrough]] best [[/strikethrough]] advancement for the Tribe can be best attained by giving titles to those who by [[strikethrough]] their [[/strikethrough]] work in their allotment of land have earned them.  By this plan the [[strikethrough]] best [[/strikethrough]] men who [[strikethrough]] the [[/strikethrough]] [[?com]] & other are indications peace loving part of the community [[strikethrough]] and [[/strikethrough]] will be strengthened and made a permament class.  And then a sort of [[?livscape]] for greater advance [[strikethrough]] made possible. [[/strikethrough]] be secured.  At present every [[strikethrough]] one [[/strikethrough]] person is treated alike, all are simply Indians & there [[strikethrough]] to be [[/strikethrough]] can be [[?]] discrimination [[strikethrough]] in areas of [[/strikethrough]] - between good & bad, high or low - a condition that would be death to any society.
