Second: Concerning the roads. The Agent objects to parsing around Indian allotments to [[?]] Lewiston he drives thro. fields and one Indian who has fenced his land & who put in bars to accommodate the Agt. finds the bars always down, & stock enter the enclosure, break down the fence from the inside & prevent his planting a crop.  The Agt. cares little except for the [[?]] dollar, and I am going to have a jolly time with him on roads.  Roads must be laid out, allotments fenced properly, and I think the Agent will have to be instructed to that effect.  I will try all powers to effect this pleasantly, but if the man will not do the right thing by the Indians then I shall be forced to officially report.  Mean while I think it would be well if I had authority in writing to lay out the roads.  You may recollect that last year the Agent united with me in setting forth the desirability of laying out roads, and you also recollect that thro.
