Agent Robbins is not a man fitted by character or attainments to lead these people forward.  He is a constant hard drinker, never getting drunk but always under the fiendish influence of liquor.  He is long in his tasks, and I have found him untruthful over and over again.  He is a betting man, liking horse racing & dissipations.  He is an ignorant person, and I do not think a good [[?]] man.  His [[?]] if one looks [[?right]] at it, [[?]] open the way for you to care for you to call for his resignation.  He spends much of his time off the reservation, and I have yet to learn of his doing an act that showed large views, or an intelligent interest in the welfare of its people.  His best employees have resigned, and those that remain, some of them at least are [[?]] such as you would [[?surmise]].  These Indians are on the eve of citizenship and the sooner the "Agent System" (which practically stands for drawing government pay and doing a minimum of work, and appropriating government property where ever & whenever it can be done safely,) is abolished the better for the future welfare of the people.  The shops at the Agency do more harm than good, the
