My dear Gen Morgan.

I need advice and I do not like to put what I have today on official record, as there are so many strange [[?windings]] in political matters.  I will try to state briefly the situation here.

For years, if not from the earliest formation of the reservation the land & the money expended for the Indian have all been regarded as to be used not for the benefit of the Indian but white living on or bordering the reservation.  Up to the present day the case is the same:  Stock roam at will destroying Indian farms, Indian cattle enrich white men, timber is freely stolen, & the employees do as little possible of work.  [[Got?]] this atmosphere [[because?]], when it was found I meant honest dealings with the Indian, that the [[?best/last]] land should go to him all the inside & outside being leagued against me & from the conspiracy [[?hay]] is desperate.  There is a determined effort to get possession of this reservation and that the Indian shall not have the best land.  While there is talk as to the length of time the allotment has taken, there
