The presence of Spl. Agt. Parker seems to give confirmation to statements which have been made in the local area, and circulated by the chairman and upheld both within and without the reservation, and I am put in a difficult and trying position, a position in which I [[?]] and [[?]] would not have placed me in any other honest officer, Mr Belt's action has been hurtful to the best interests of the service in this reservation.

The Surveyor to [[?]] now with a will but to learn is late, the weather very bad, and I fear it will not be within human power to complete the allotments this year.  Just here I wish to say that my interpreter James Stuart, has been [[?unwaveringly]] true to me during all these trying times.  He tells me:  "I did not mention to you all of the things I have heard.  I knew you were working for the good of the Indians and I was sure the government must stand by you."
