to the church in Lapwai Valley, there is no place for him to live.  He must dwell in a tent until a house can be built.  The Indians consider the 20 acres set aside.  The Agent may or may not report the action of the Council.  He is not careful of the truth.  And if it serves any of his plans to misrepresent the Council & say that no vote was taken and to seek to have this question of the Mission site kept open, and the Dept. accept his statement, then the Mission is kept in a perilous condition.  There was no vote taken but there was consent given by the assenting voice of the Council, & there was not one word of opposition uttered.  The Agent twice repeated that their consent was necessary, & still no word of opposition.  This is the exact statement of the affairs.  The Board wants to build a cottage for the Minister at once, is it safe for them to do so?  I know that if this site is [[?morted]] again, that the Agent can get certain Indians to abet him & refuse the site.  It was consented to in a large Council.  Indians present from all parts of the reservation, & it was presented plainly by the Agent.  I hope this act of his & the Council can stand.  The christian life of this part of the tribe depends upon it.  God help you to help these people.
