The presence of Spl. Agt. Parker seems to give confirmation to statements which have been made in the local press, and circulated by the cliques and cabals both within and without the reservation, and I am put in a difficult and trying position, a position to which I feel sure you would not have placed me or any other honest officer.  Mr Belt's actions has been hurtful to the best interests of the service on this reservation.

The Surveyor is now at work with a will, but the season is late, the weather very bad, and I fear it will not be within human power to complete the allotment this year.  Just here I wish to say that my interpreter, James Stuart, has been unwaveringly true to me during all these trying time.  He tells me:  "I did not mention to you all I the things I have heard.  I knew you were working for the good of the Indians and I was sure the government must stand by you."
