Sunday Nov. 8. Ft. Lapwai.

Dear Gen. Morgan.

I have delayed mailing this letter having come to Ft. Lapwai to be present at the sessions of Spl. Agt. Parker's investigation on Nov. 6, & 7th.   I have attended both days, and he expects to close tomorrow.  The Spl. Agent says he depended on Agent Robbins to call the people together but no one has appeared but the interested parties, except a few who learned of the trial through me.  No new testimony has been given or new witnesses produced.  All the testimony which has been produced to Spl. Agt. Parker has been submitted by me to the tribute and thoroughly sifted.  As the Department has taken this matter out of my hands, I have refused Spl. Agt. Parker's invitation to take part in this investigation, further than to take minutes for my own records, of the proceedings.  In my official report of July 6, 1891 I offered to transmit to the Dept. a copy of all testimony in my possession, in reference to Mrs Cox's claim as a Nez Perce.  I have never been asked for these papers.
