He says: They have no Govt on the Reserve & have trouble all the time which they would not have if they had Gov't & land, & they want it. They are right among the White people & they have no land & they cant get along very well. There are persons living in the Reserve people who have certificates and they believe that the land is theirs and they can always keep it. He knows differently he knows the certificates are not good. He wants a title then the land will be his. If the Gov't do not give them titles he dont know what they are going to do.
