It is not considered best to adopt the proposed rules as the orders of the Department in making the allotments.

The allotments should be made as the law directs; if, in the progress of the work, cases arise in which the agent employed to make them desires the special directions of the Department, they should be reported with  the facts, for instructions on the points of doubt involved in them.
