In reply, I have to say that the allottees themselves have no power to alienate or lease their allotments, and as the law provides that the allotted lands shall be held in trust by the United States for the period of twenty five years from date of patent.  I do not think the Department would be warranted in taking it upon itself to lease any of said lands, or privileges thereon, for the Indians, without the authority of Congress therefor, and as at present advised I am of opinion
