say that I am opposed to any changes being made in the selections as already reported.  If a precedent were once established, it would be difficult to foresee the end.

In my letter to you of May 7 last it was distinctly stated that changes in selections would not be allowed, and that the Indians must be given to understand as much in the beginning.  I have no doubt that you impressed the matter upon them, and I must adhere to the rule established.
